What is a CLEC? In telecommunications, a Competitive Local Exchange Carrier (CLEC) is a provider or carrier that competes with other Incumbent Local Exchange Carrier (ILEC). Local Exchange Carriers (LECs) are divided into two categories: Incumbent (ILECs) and Competitive (CLECs). ILECs are typically the original monopoly and operate under different regulations than Competitive Local Exchange Carriers. CLECs often lease certain network elements from ILECs at regulated wholesale prices.
